 cds advertiser has a background thread that checks whether

 is no advertiser) clearinghouses are not ever marked ok
 after being marked \"not ok\".
APARTXT IX77238 = Re-link files/Fix AS400 build break Unable
 to reestablish communications with servers that have been
 marked not ok when running the slim client.
