The Save CICS groups(SAVCICSGRP) command causes the specified groups in the library to be saved by using the SAVOBJ system command. When TGTRLS has a previous release value, then resource definition tables for the specified groups are converted to a previous release of CICS in the QTEMP library and then saved from the QTEMP library.

Specifies both the release level of the operating system on which the CICS group object are being saved, and the format of the CICS resource tables. Such format changes per product release and exists only for compatibility reasons.
CICS officially only support up to 2 previous release.
The possible values are:
Indicates the release used to save the objects associated to the CICS group. The resultant file can be restored with the Restore Object (RSTOBJ) command.
The scheme VxRxMx is used, where Vx is the version, Rx is the release, and Mx is the modification level. For example, V7R1M0 is Version 7, Release 1, Modification 0.
Valid values depend on the current version, release, and modification level, and they change with each new release.
Indicates to which format the resource tables are to be converted. Each format corresponds to one of the CICS previous releases, down to V4R4M0.
