Rational Developer for System z
Enterprise COBOL for z/OS, Version 4.1, Compiler and Runtime Migration Guide

Invocation procedures

Runtime options can also be specified at program invocation using the appropriate operating system mechanism. (COBOL programs must be called directly from the operating system to specify runtime options at invocation.) On z/OS, you can specify runtime options in the PARM parameter of the JCL EXEC statement.

Note: On CICS and IMS, you cannot use the PARM parameters to specify runtime options.

For specific details, see the Language Environment Programming Guide.
