REPEAT returns a bit, character, graphic or widechar string consisting
of x concatenated to itself the number of times specified
by y. That is, there are (y + 1) occurrences of x.

- Bit, character, graphic or widechar expression to be repeated.
If x is arithmetic, the following conversions occur:
- If it is binary, x is converted to bit string
- If it is decimal, x is converted to character string.
- y
- Expression. If necessary, y is converted to a real
fixed-point binary value.
If y is zero or negative, the string x is returned.
