This built-in subroutine allows you to perform SAX-style parsing
of an XML document residing in one or more buffers in your program.

- A pointer value or "token" that will be passed back to the
parsing events

- The address of the buffer containing the input XML
- n
- The number of bytes of data in that buffer

- A numeric expression specifying the purported codepage of
that XML
PLISAXC uses the z/OS XML System Services parser and is supported only on z/OS.
