This task develops a Project's Visions, Goals, Objectives, Plans, Activities, Events, Conditions, Measures, Effects
(Outcomes), and produced objects.
Purpose
The CV-1 splits the development of the capability into different phases (with times scales) and provides a rationale for the development of the capability through visions and goals
