Task: Develop the Operational Activity Decomposition (OV-5a)

The operational activity decomposition is way of breaking up activities into reasonable sized pieces of behaviour that can be allocated to performers. It also provides a means of navigating through the hierarchy of the activity model in the OV-5b.
