Task: Develop the initial Operational Resource Flow Description(OV-2)

This task develops the initial Operational Resource Flow Description by populating the OV-2 model with the various Performers, Organizations and resources that could logically be deployed to achieve the capability. It is important to remember that the Operational view is WHAT not a HOW so keep away from implementation.
