Explanation

This error can occur when an attempt is made to enable support assistance, but the cloud call home function is not enabled, the network connection to the cloud service is blocked or unavailable, or the cloud service is unavailable.

Complete the following steps:
  1. Use the lscloudcallhome command or the management GUI to check that the cloud call home function is enabled.
  2. If the cloud call home function is disabled, use the chcloudcallhome -enable command or the management GUI to enable the function.
  3. If the cloud call home function is enabled, ensure that port 443 is open in any firewalls so that secure HTTP connections can be established between the system and the call home servers in the cloud. On systems that use DNS, allow outbound traffic over port 443 to esupport.ibm.com. On systems that do not use DNS, allow outbound traffic on port 443 to the following IP addresses: 129.42.54.189, 129.42.56.189, and 129.42.60.189.

You can use the sendcloudcallhome -connectiontest command to test the connection to the cloud service, and then view the test results by using the lscloudcallhome command.
