Explanation
This error can occur when an attempt is made to expand an array that has rebuild areas that are

Fix any errors that are associated with the drives in the array.

Run the lsarray command until the number of rebuild areas available
(rebuild_areas_available) is the same as the total number of rebuild
areas (rebuild_areas_total). When the number of available rebuild areas
is the same as the total number of rebuild areas, the rebuild areas are inactive.

Retry the command.
